LEGAL ACTION FOR WHALES

Last Wednesday the National Resources Defense Council - on behalf a number of leading environmental groups - filed court action against the Navy and national Marine Fisheries Service. The latter, it seems, has granted the Navy a five year exemption from the Marine Mammal Protection Act. To allow them to conduct marine tests up to 12 miles offshore of a new low frequency sonar surveillence system. Enviros believe this could seriously impede and/or kill dolphins, orcs and whales' communication. The sonar, we are informed, was designed to detect new super-quiet subs being developed for weapons and "terrorists".

Thabo Mbeki, U.S. Secretary of State Colin Powell and others have submitted articles for a special edition of the U.N. E.P.'s Our Planet mag to be distributed to delegates at the Aug. 26-Sept. 4 World Summit on Sustainable Development.
Discussing the need to review global consumption patterns, Mbeki writes that "if the Chinese citizen is to consume the same quantity of crude oil as his or her U.S. counterpart, China would need over 80 barrels of oil a day -- slightly more than the 74 million barrels a day the world now produces."
Powell's article touches on the security implications of poverty. "Sustainable development is also a security imperative," he writes. "Poverty, environmental degradation and despair are destroyers of people, of societies, of nations. This unholy trinity can destabilize countries, even entire regions."
UNEP Executive Director Klaus Toepfer is also contributing to the special edition, warning against failure to produce concrete results at the summit. "Unless a new course is chartered for planet Earth, we risk a new Iron Curtain, dividing not East and West but the haves and have-nots, with all the ramifications of increased tensions, jealousies and hatreds between and within countries."
